My ati radeon 3200 wont work?

when i first bought my computer it work fine with the ati radeon video card and graphics. however for some reason now whenever i try to open catalyst control panel it never opens. i have tried many times reinstalling the software but it never works. anyone know how to fix this? im using a dell zino hd by the way|||if it doesn't work... how are you able to type this?|||it could just possibly be the driver... im not sure if they still update the drivers for the radeon 3200s but i was told not to update the drivers for my 5770.
